The National Center for Innovation and Entrepreneurship supports the bill on project management
On June 4, 2024, the National Center for Innovation and Entrepreneurship sent to the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan its comments and suggestions on the draft Law “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Project Management Issues.”
The Center supports the development and adoption of this bill, which is aimed at increasing the efficiency, flexibility and transparency of government agencies. In its appeal, the Center highlighted the following key points:
Consistency of terms: It is important that key terms such as “project management” and “project activities” are clearly defined and used consistently across legislation. This will prevent misunderstandings and legal conflicts. Compliance with legal standards: The bill must comply with the requirements of the Law “On Legal Acts” in terms of harmonization of terms in the Kazakh and Russian languages. Implementation of project management: Amendments to the Business Code require revision to avoid increasing the administrative burden on small and medium-sized businesses. It is advisable to regulate these issues in sectoral laws. Amendments to the Labor Code: Amendments to the Labor Code to regulate project management are inappropriate. These issues can be effectively addressed through the Civil Service Law. The Center emphasized the need for careful refinement of the draft law to ensure its successful implementation and development of project management in the public administration system.
